ADVISORS TO THE DEPARTMENT OF MINERAL RESOUCES AND ENERGY FOR THE ENERGY STORAGE IPP PROCUREMENT PROGRAMME

The Department has followed a competitive process of appointing advisors for its respective programmes using the DBSA’s established panel of experts.

To note that the Department has adopted a rotational approach in the appointment of advisory firms. This will be achieved through limiting scopes of work and work packages will be divided into procurement phases to be procured separately:

  • Phase 1 RFP Drafting - that will cover the ESIPPPP process from drafting of RFP documents up to Bid Submission.
  • Phase 2 Evaluation – covering the period from Bid Submission, Evaluation to Preferred Bidder (PB) appointment.
  • Phase 3 Financial Close - covering the period after appointment of Preferred Bidder to Financial Close (FC).

The rotational principle will apply to all panels including the Emerging Firms as well as any firm that participate in the 30% subcontracting arrangement.

The objective of the rotational approach is to expose more firms to the ESIPPPP / IPP Programmes, to ensure competition and maintain high standards.
